License Procedure – Texas License to Carry Classes

Effective October 1, 2026, The Texas Department of Public Service (DPS) has implemented new procedures to acquire a License To Carry (LTC). Effective January 1, 2027, The LTC-104 will no longer be issued by instructors. The currently completed (filled out form) will be valid for another two years.
Initial License To Carry are NOW required to complete either the 4-6 hour in-person class or on-line class Before applying for the LTC pass a written examination and the DPS Shooting Proficiency Course After the On-Line course the shooting proficiency course will need to be conducted in person (with a qualified LTC instructor).
